Because game devs had historically treated them as such. But things are changing and even today you can see Handhelds competing and even overcoming consoles in some areas. For example "grindy" game Bravely Default is leagues better than any current-gen console turn-based jrpg as of this writing. (non-port/remake and console-only, duh!)
Now, I wonder what people would say about Disgea 5 vs Fire Emblem (Awakening and/or Fates).
