all talk, no action.
That would be the most suicidal thing ever, to declare war or do something violent DURING a week of war games or whatever- they would be immediately decimated.
North Korea just blah blah blah's for attention. Unfortunately the war order has pandered to them and given them supplies and donations when they cry out and threaten people just to shut them up in the past. And that's exactly what they're hoping for more of, cry out that they'll cause a headache so people will continue to give them focus and help their regime survive in a twisted way. Granted whenever goods are shipped to North Korea its intended to help the innocent populace at a whole (which it doesn't).
