No, not really. ARM CPUs aren't like x86. If it's going to be an ARM CPU like those used in smartphone for the last couple years or so, then no. They have new instruction sets and don't cary the old ones like x86. Even if they were capable, there would be stability problems due to high clockspeed todays CPUs vs 3DS measly 266MHz(??). Virtual handhelds, sure, but then you'll most likely need a new version of the game (like nintendo's virtual console).
