Of course the $299 PS4 would be above the $349 bundle, but, MS is already preparing for the holidays. This will be their main cheap holiday bundle and they can keep it going into 2017 just like they have been doing with the Gears bundle. We will most likely see MS trying to make more $349/$399 bundles with newer games, but the $299 bundle is meant to generate as much sales as possible, and bundling in a 2 year old game and a recent game that'll make money off of microtransactions is a safe move to do.
MS have already priced the XB1 below the PS4 by $50, and if PS4 has a game bundled in at $349, the XB1 will have a game bundled in at $299.
