But that Tegra X1 is at 20-25watts only.

Nintendo could have "overclocked" it and use say 40watts or so, when its in its docking station.

It could probably be in the 650-700 GF range, if they simple overclocked the hell outta the chip, and gave it better cooling.

 

It would still be weaker than a Xbox One, or a PS4, by roughly only being half as strong, but it would still be a big upgrade from the Wii U in terms of power.
