Simply by applying the German and European law to protect and strictly control the borders. The german constitution Art 16a (2) forbids to let in any illegal immigrants. Even refugees from Syria are not allowed to come in if they come through secure European states. Around Germany there are only secure states, so all refugees, including the Syrians, according tho the german constitution have no right to be in Germany and no right to register as refugees in Germany.
But Merkel does not care and nobody is powerful enough to enforce the constitutional law. Another problem is that all refugees in Germany will get a lot of money from the German state, much more than they would ever be able to earn in their home countries. This has to stop or Germany will soon become an islamistic country with Iraq-like terror on a daily basis.
