You know, that's another point that is not addressed. If many reviewers nowadays were tasked to review this game, the metascore wouldn't be up there in 99. There would've been many reviews that would've muddied the score overall for a myriad of reasons. And I agree with you that GTA IV holding up with a metascore of 98 after 64 reviews is quite impressive, and I'm 100% sure that if OoT had many more reviewers, it would have 98, maybe even less. A lot of people love hating on GTA IV, but the game did pave way for other games which improved on its base, GTA V being a good example.

64 on PS3, 89 on XB360! And since both the 360 and PS3 had "exclusive" reviews, it's total is probably over 100.
