Like regardless of if the cop is 100% to blame here for shooting the guy (where was he shot btw? considering in the video he said it was like a mosquito sting and he seems generally okay in bed) but yeah that cop is first A cop and not a doctor, sure he could administer first aid but most likely he was in shock himself after realizing the mistake was made he was probably taken away from the scene since it is a horrible mistake to make.
But anyway, even then the cops who attended both men on the street, I would rather see footage of them standing there doing nothing before thinking to myself that they did that, think to yourself the only claim in the video is that he was left there to bleed on the street, after being shot of course you are going to bleed on the street, but that doesn't mean he was left there for the full duration with no attention given and again... he seems to have recovered well enough to give an interview rather quickly about the shooting.

But yeah This cop would have been in no position to administer first aid after this mistaken shot and he also is not the one responsible for it taking 20-30 minutes for an ambulance to arrive on the scene, blame the location of hospitals and ambulance staff for that time taken, the cop didn't go out of his way to make the whole emergency services work slower, he is just a (rather bad) cop.

To stop bleeding you don't need to be a paramedic. Police job is not only to pull trigger and apprehend suspects.
