Poland is also a signatory nation.  So that's not much of an issue.  But yes, the FBI would have notified Ukraine to get clearance to take him to the States for trial.  They would be pretty hard pressed to stop such a request, being a signatory nation.  And why would they bother to fight it?  This is the dude's fault and they signed the agreement.  Basically, this is pretty SOP.
