Ukraine is a signatory nation of the Bern Convention for the Protection of Literary and Artistic Works. The US is as well. As such, the US can pursue in signatory countries those who violate the copyrights of citizens of the US. Ukraine could, if they so desired, pursue a US citizen for violations of Ukrainian copyright.
