I think a better comparison here would be the average number of copies of each. While around 50% of all game sales for the Wii are not 1st party, the volume of titles are vastly different.
For example, in Nintendo come out with 3 games, and sell 9 million copies, that’s 3 million a game. If 3rd party manufacturers come out with 60 games in that same timeframe, and sell 9 million, that’s 150,000 a game.
I have no idea what those averages are, but I think that’s what people are talking about then they bring up this point.
