As opposed to what? It's just a message to convey solidarity, it's like yelling at someone for sending condolences for a family member passing and being upset at them that they didn't do anything to save the life of said family member. 

As opposed to this:

One response attempts to help the victims financially while the other achieves nothing other than making oneself good. Doing good >>> Feeling good
