I think 2019 is more likely than 2018. 5 years would make it Sony's shortest ever generation (PS1: 6 years, PS2: 6 years, PS3: 7 years), which would be an odd decision for them to make at the same time as they decide to introduce upgrades. Doubly so when the PS4 is still selling so well.
If they release the Neo this year (and it does well), i think we'll start seeing them work in cycles of 3 years. So PS4-2013, PS4Neo-2016, PS5-2019, PS5Neo.5-2022, etc.
