The hair meshes look well made, the woman's in particular is genuinely fantastic (especially if it moves in-game as fluidly as the picture implies), but past that these models look pretty standard for a AAA title. We've already seen footage from Gears 4 itself so we know the game as a whole is offering more on the technical front than many other AAA titles, but i don't think characters are a pointed focus for the render budget.
