I read the article and I can't grasp it. I guess its my first world privilege, I can't even imagine a country like that.

They've been given the right to kill people who have been deemed criminals, who also have the right to turn themselves in (apparently). And no one said this is great, I very specifically said I'm playing devil's advocate. That means I'm arguing for something that I don't agree with; I'm simply pointing out that there are positive effects of this. 

Then just take this as me pointing out the flaws in those arguments.
