Sure, you can do that, yet there's a reason why they've decided to not try to go with 20CU GPU@1GHz (or even with 20CUs@ 850MHz, like 7970m), and my guess would be yields that would raise that $399 price.

I don't think the extra 2 CU's would make much of a difference compared to a 20-25% clock speed boost, which forces every other component in the GPU to operate faster, at-least it would be hitting 1080P in every game then.
