I consider Portal and Undertale as comedy games. That's part of the reason why they're very popular.

And you're right OP. Comedy games are hard to make that's we we don't see a lot them.

Edit: does unintentional comedy count? Because Heavy Rain and Beyond were campy and hilarious.
