The video is joke. We don't even know when it was taken. Before, after or during the shootings. 

I am sorry, but I am not gonna blame police officers protecting themselves in a country where every individual can go out and buy a gun. Inlcuding someone like the Orlando shooter who was investigated by the freaking FBI and was under their watch.
