I'm sure there will be supply issues for the 1060 for awhile, same as 1080, 1070, and RX 480, leading to higher prices. In a couple of months though once AIB partners start releasing their custom cards prices should return to MSRP hopefully. 

The question is, why would Asus, MSI, Gigabyte, XFX, EVGA, etc. charge less than the F.E. is they charge the same or more?

They can price them at $399 (GTX 1070) / $249 (GTX 1060, but they can also charge more than that and gain extra money.
