It's not only gun laws. Some european states have more strict gun laws like here in Germany while others are way more lax. A huge, huge portion is the gun mentality it seems and another is badly trained cops in the US. Is there even a nationwide standard?
I remember one website about US police training that noted guns/shooting training in the very first place. And that's what's totally going wrong. As well as people being unbelievable careless with guns while they keep knives quite save. That's pretty mad.
