2) from what i read the officer was stated to be with the force for more than 5 years. however,. he works in a neighboorhood where the last police shooting was "probably 30 years ago" so maybe he just wasn't trained for "this".
5) i think police training is regional but the current popular train of thought is to teach police to shoot to kill. seems to stem out of the idea that #policeLivesMatter so better to just kill the civilian if there is any chance that the life of the police might be put into any danger.
