They did not.  He strongly implied that no prosecutor would bring the case to court because the evidence was not enough for a conviction.

What he actually said was, "those individuals are often subject to security or administrative sanctions. But that is not what we are deciding now.”  He's not talking about legal measures, he's talking about being demoted, fired, losing security clearance, or something else along those lines.  Clinton, not being in office, isn't subject to most of that. 

There are probably some political bullshit stuff they could do, like some kind of "Official Reprimand", but we'll have to see about that.
