They did in a way. This is old news, so it's not really surprising unless you weren't paying attention to the original announcement.
It was a given that games would be upscaled to 4k when the console was going to have 4k blu-ray support and a scaler to suit, I'm surprised anyone even needed clarification.

Correct.
It still won't look as good as a native 1080P image that is upscaled to 4k though, which most TV's will do on the Playstation 4's behalf anyway, the only caveat with that approach is that it can introduce increased display latency depending on Display of course.
