If you include indies then yes but most triple A are 900p or dynamic resolution ( a bit over 900p).

Found a list on IGN that lists resolutions for games for both XBO and PS4. Out of the 67 games they have listed for XBO, 36 of them are not 1080p, so over half.

Out of the 30 that are not 1080p that are also available on ps4, 4 of them are the same resolution on ps4, 26 are a higher resolution on ps4.
