We're not 2 generations ago anymore. People use consoles for more than just playing games. I use it to stream movies and play blu-rays. Others use it for music or browse the net.
Also, your definition of personal computer is flawed. An iPad is considered a personal computer but you cannot install the same kind of applications on it.
