I'm sure MS will try to introduce a voluntary opt in subscription. Online is free, but the other benefits (like free monthly games) comes with a monthly sub. It's no skin off MS's nose to introduce a voluntary subscription system for PC. So even if only a small number of PC gamers pick it up it's still more revenue at basically no cost.
It's fortunate Sony introduced the free games each month with subscription, because if Sony hadn't done that MS would never have implemented it and there would be no real justification for why the unified platform charged for online on one platform but not the other.
