I'd say its not willing participants the potential league is missing, but rather people who are willing to spearhead it.
The lack of being able to have people who are not on your friends list seek out your room is a major turn off for me. With Warhawk, I just set the same server name each week and anyone who has the password can join it without having me on his list.
