Forza Horizon 3 for example, multiplayer will be free on PC but need GOLD on XBO, when both systems have the exact same game, playing on the same servers with the same playerbase. 

Microsofts Play Anywhere titles should be exempt from needing GOLD.

I fully understand your argument and think so, too.

What about Diablo 3? Those server are managed by Blizzard and it's free on PC. Do you have to pay on XBO to play it?
