It will cuz Japanese devs get used to the dev environment and still lots of vita games released in Japan. Heck they even release quite a lot of games in other Asian countries which I have never seen before(especially in China).
Even a company as small as Falcom had the resource port PS3/PS4/PC version of their games relatively quick and made a quick cash.
They are not gonna abandon vita in the near future as they can reuse the engine and other resource for quite a while.
