It doesn't give unequal voting power. Unequal voting power is along the lines of having superdelegates in the US democratic (ironic) party ...
It makes perfect sense in big countries where voter participation is not mandatory which leads to lower turnout so no voting is as good as having no voice and that just means that those crowds need to know that they have to participate if they want to be heard ...
