I'm quite confident that no more than 5-10% of the PS2 install base owns one
Even of only 5-10% of the worldwide exsisting PS2 userbase and maybe a few more additional PS2 users buying a combo-package would be interested in Wii-style games that would still mean a sizeable userbase. Especially combined with the Wii userbase through multi-platform games I think it may be interesting for 3rd party developers to support both systems simultaneously.
I don't think such a controller should be mandatory for new PS2 users, as I think the bulk of the existing PS2 games library is better played with the standard PS2 controller.
