My parents have a 62" 4k TV and I take my PS4 over when I visit and play a bit. I'll need to check out what kind of TV it is next time I got, but I can assure you one thing. I've played Uncharted 4, Black Ops III, and Resident EVII demo. All of them look amazing and far better than on my TV's and monitors at home. There is far more color depth and it's upscaled very well. I've yet to notice any jaggies.
I have seen PS4's on other 4k TV's that look like absolute rat ass. Jaggies out the ass and major pixilation. I would highly suggest that you see if you can test your PS4 on the TV. You may also want to hire someone to professionally tune your TV. That is something my parents did and I want to say that may have made a difference. It requires so rather pricey tools so it's cheaper to hire someone than it is to do it yourself. Plus you'd need to learn how to do it xD
All in all. The upscale is quite amazing on their TV and I'd love to buy one. 4K TV's are not expensive anymore and you could get a really nice 60" TV's around the $1800-$3000 mark. The 70-80" ones will run at least $4000. I've seen some going for $20'000 but those ones are unnecessarily large. Personally I'll need to test a NEO and Scorpio on it to see if there is even a real difference in the upscale factor. PS3 and 360 games looked good enough upscaled on my old 64" 1080p TV from 2004. Which I'd wager was better than most 1080p TV's, even more recently. It also had a very good upscaler.
My best advice is to TEST it out yourself. Wait and see. With the right 4k TV the improvement may or may not be enough of a difference to you personally to factor the cost. Obviously the latter will look better, but the difference to the person will be more personal and will likely come down to the dollar for value and increase to their eyes.
