Neo has a completely revised Graphics Processor which learns a few new tricks like colour compression which helps bolster the already increased memory bandwidth, each pipeline is also more efficient allowing for more work to be done.
It's a larger increase than the numbers would imply at any rate.
The Playstation 4 and Xbox One can already output 4k for streaming and thus one would assume, gaming. -Unfortunately they don't have 4k Blu-ray support.

I consider both Scorpio and Neo to be half-gen increases.
