They can buy games rights from third party studios to help with gaps .... timed exclusive or exclusive like Sunset Overdrive, Rise of Tomb Raider, Dead rising 3 & 4, etc.
Halo, Forza, Gears that's the big three for Microsoft right now.
They are building more and more relationship with second Party partners. Games like Recore, State of Decay 2, Quantum Break (remedy studios), Crackdown IP.
The gaming market is so saturated right now with all the multi platform games and indie games. So much so that Microsoft doesn't need to add much more to the list. You don't want to be like Nintendo where everyone on the console only buys first party games. Also, watch out what your ask for, Microsoft could just go and buy exclusive right to a future games like Borderlands 3 or next Tomb raider game.
