I do not see a contradiction here. It looks like Phil is trying to clarify some of the confusion discussed during his initial quote. The Scorpio is designed with 4K in mind but will work just fine on a 1080p television.
When I first purchased my 360 all I had was a standard definition television. It still worked and looked great, but it was not in high definition. This is the same concept. You can use the Scorpio with you 1080p television you just wont have the advantages of 4K resolution and upscaling.
