This is just PR talk. Look, this is what he is really saying over the quotes he's given us.

Scorpio is a 4k console that will support xbox one games. We don't want you to think of it as a completely new console, because that's unfair to all the people that bought xb1. Instead, think of it as a 4k xb1. However, we're going to leave it up to the developers what they want to do with the upgrade in power. They could either just make 4k xb1 games, or they could treat it as a completely new console with exclusives you won't find on xb1. We're not the ones calling it changing of the guard, we'll let the other devs do that so that we don't look like the bad guys here.

ie; scorpio has the power to run games in 4k. Think of scorpio as a 4k console. However, remember that not everything will be 4k. Some developers will rather put the graphics power into some other aspect of the game, like massive scale processing, thousands of enemies onscreen. You can't have both sometimes. So, you should keep buying xb1, and think of scorpio as something you're not ready for yet because you don't have a 4k tv, even though you probably won't need one anyway.
