The other renders the game at a lower resolution, then uses significantly less power than would have been needed to make copies of already rendered pixels thus creating fake pixels of the original render. Native will always look a little sharper than upscaled. 

Just look at any XB0@900p game to PS4@1080p game. The XB1 is upscaling to 1080p while the PS4 is running 1080p native. The effect you notice will be less obvious when talking about 4k upscaling though cause that at the very least will still look better than native 1080p.

 

To OP; everyone will take advantage of the scorpio powah!!!! All games will at the very least output at 4k and may even run natively in 4k. That's the whole point of it right? All them uncompressed pixels.
