Do you really think that users still on the 7th gen consoles who haven't upgraded yet will go straight for the NEO?
Generally the people who are still playing on consoles approaching 10 years of age most likely don't really care about the graphics of games or are on a budget waiting until the console/games are going cheap.
It may open the door for them as pre-owned consoles will get cheaper with people re-buying the NEO and trading in there original PS4 causing a flood of pre-owned PS4's but I very much doubt people on PS360 are waiting for NEO to move into the 8th gen.
