The only stipulation for a Neo game is 1080P and nothing else, which is not exactly the most out there feature. Devs are already hitting 1080P.

From the interpretation of documentation, its possible to suggest that even this resolution reuirement is only mandatory if a dev choose to do any enhancements with the neo mode. 

And this point, shipping with a neo mode is merely a formality and to ensure uniformity in licensing of software for the PS4, and not that any actual enhancements need to be made (but if devs choose to make enhancements, 1080P is mandatory).

We don't really know until something is official. 

It will be up to the developer then.  Neo mode ensures 1080p (obviously upscaled if not 4k native) and fluid 60FPS gameplay.   Whether something like improved textures are added is an unknown and is a developer to developer decision.  However, I would like to note that Andrew made it clear that they are waiting to have more content to show so this means they are hoping to have a ton of neo mode enable games when it launches.
