I think both Neo and Scorpio are aiming for the same idea. And we can't forget what Spencer and House have said about the consoles.
Scorpio is part of the XOne family, and Spencer said Scorpio won't do anything for you unless you have a 4K TV. Strongly hinting that the console will only render at a higher internal resolution and 60fps, all else staying the same.
House said the Neo would be an upgraded PS4 and still part of the PS4 family, and it would run games should the developers decide to support. Specifically, all games run on PS4 with the option of supporting the Neo. Suggesting similar to my conjecture of the Scorpio.
