Instead, MS made a preemptive strike which if it works, will have consumers think 'Scorpio looks better than Neo, maybe I'll wait and not get the Neo'. At this point no body cares anymore wich console is more powerfull, Playstation simply have all the 3rd party suport in the word and an impressive line up of exclusives. If anyone want to upgrade to Neo or Scropio they will most likely choose the Neo (and if the rumors are tru the Neo launches before the Scorpio wich would be even worse for MS). Most ppl wont bother with neither one of those consoles tough.
