I get the feel that there is just to many cooks in the kitchen when it comes to MS and their Xbox division. A game dev seemed to imply the same thing when he was talking about his experience with MS and Fable Legends. 

It is even more bizarre because you would think they would have been keen on a clear and concise message after the x1 launch. 

As I said earlier Scorpio is likely to be a kneejerk reaction to when news about Neo broke out so they rushed out a response with the direction not being clear yet. That's the only reason I can really think of for this, launch was likely they had one vision and when it was clear it was going to hurt them they had to drop it and go for another path they didn't plan for.
