Bar brief mentions at places like E3, Sony themselves have rarely ever brought up the PS4's hardware advantage, especially in recent years. It's been primarily gamers and the media pushing the "hardware narrative", not Sony (and a lot of that can be credited to the context of the difference, rather than the inherent gap). I expect it'll be the same with MS; brief mentions, but never a focus.
