Imagine you have someone that owns a good PC, that can run all games better then Xbox One, and bought a Xbox One for exclusives......
Now imagine Microsoft would have announced this plan a year earlier, that man or lady would probly not have bought the Xbox.
Does it hurt? no
Should they have announced this earlier? yes
It will also hurt sales, they will sell at least one less Xbox One since I will play Gears of War 4 on my PC, well.. If its playable trough Windows Store.
