it seems too many assumptions are being made here and does it not seem very strange that,
1- MS is giving TFLOP targets 16/18 months before release?
2- Sony is keeping hush hush on details when they supposedly were going to release the Neo this year?
I suspect Sony will be revising which GPU they go for with AMD and which price point they want to reach. If the neo was really going to be out as soon as we previously assumed there would be an announcement made.
MS tipped their hand really early and that gives a huge amount of time for the current hardware leader to chill and mount a battle plan.
Honestly I hope so, the more powerful the console becomes, the better :)
