IMO the GPU will be a slightly overclocked RX 480 (or a custom build with more compute unit) or a RX 490 (which will probably be announced soon) with a less compute unit to Feature ESRAM for compatibility purpose. Pretty sure it will be a polaris GPU since AMD have targeted both power efficiency and low cost which is perfect for console.

the CPU, with late 2017 and 8 cores, it will probably be a Zen CPU.

Memory: the 320 GB/s match the GDDR5X spec of the GTX1080, but the 'Over' statement might point to HMB memory (max 512 GB/s).

While 6TF is not really enough for 4k Gaming on pc it migth be different for consoles. I have no doubt that some titles will be native 4k while other will have better framerate or better AA.

All in all the Scorpio is looking like a little beast that will attract many enthusiast.
