Except having a large console installbase generates substantial revenue from third parties and subscriptions (gold/ps+), sure they'll make more money from first party releases but without the third parties releasing on the Windows Store, Console installbase is still very important.
It's not just about getting your first party games into more hands, it's about getting a cut from the sales of third party titles, which obviously are far more numerous and no doubt generate far more revenue without requiring any investment in their production.
