If you have an Ultra HD premium 4K tv, you can display games in 10 bit color instead of the standard 8 bit. Which means more shadow detail in dark areas (makes use of improved black level on HDR tvs, less black crush) and more detail in bright skies (HDR tvs have much higher peak white)
It will be interesting to see how it will look in reality. Will it use HDR 10 or Dolby vision in DCI P3 or rec.2020, or do 4K tvs support 10 bit RGB. Plus not all HDR tvs are equal with different peak brightness and contrast ratios. HDR tvs are still in their infancy.
In a nutshell it can make HDR games better looking, brighter whites, blacker blacks with 4 times as many shades in between. Plus perhaps 900p upscaled to 4K will introduce less scaling artifacts.

As someone who has used a 10-bit panel for over a decade... It also results in less colour banding in games.
