The 4.3 tflops leak, if accurate was as of March... if the neo doesnt launch till holiday 2017 that's a year and a half to make any modifications since then and still be in time to mass produce for holiday launch. They've got plenty of time to make changes, the question is if they want to and if they should.
I'd be very surprised if Scorpio launches under $499. If neo is a 4.3 tflops console it'll definitely have a big price advantage.
Though honestly I think Scorpio and Neo will be almost identical in power.
