Well, thats not really true....
We know the GPU alone costs $199. and A decent Zen CPU can cost around $199 too (mind you the Zen is an APU) and these are all retail prices.
It's fairly plausible to have APUs in the Neo/Scorpio that cost around $150-$200 on their own. But the supporting hardware to drive that kinda power can mean the box itself probably costs around $400-$500 to make. When u factor in memory, drives, cooling, boards...etc.
If starting a new console generation and coming out with hardware like that with a 500-$600 price tag? that would be suicide. But as I say they have a safety net, you don't have to buy the more powerful consoles cause ur games run just fine on the 1080p versions.
As Zkuq said though, they may not come in as high as $600. But $500 is very plausible.
